City inspector candidate

The training or studies as a city inspector candidate are completed both in the Bonn city administration and at the North Rhine-Westphalia University of Applied Sciences for Police and Public Administration (HSPV NRW) in Cologne. You therefore have the advantage that practice and theory are always combined and what you have learned can be applied in practice in a timely manner. You can apply for either the Bachelor of Laws (specializing in law) or the Bachelor of Arts (specializing in business administration). Studies and practical training are carried out alternately in blocks over a period of several months. In total, you will complete 21 months of academic studies (four semesters and one project study) and 15 months of practical training.

The practical training in the city administration is carried out in the areas of administrative organization and human resources, budget and finance, regulatory administration and service administration. In each of these four practical training phases, you will be assessed by your trainers with regard to the scope and application of your specialist knowledge, interest and motivation as well as your general performance, for example your ability to comprehend, think and make judgments and your work behavior. At the end of a practical training period, you will also complete a final project, which will be assessed by your respective trainers.

During your studies, you will learn the necessary specialist knowledge and how to deal with laws in subjects such as constitutional, municipal and social law, civil law, public finance, public business administration and administrative psychology. The subjects are grouped into different modules. You complete each module with an examination (e.g. written exam, specialist discussion, term paper), which you must pass.

You will also write a Bachelor's thesis, which you will present and defend in a colloquium at the end of your training.

Training at the City of Bonn begins on September 1 of each year, lasts three years and ends with a colloquium at the university of applied sciences. It is completed in the form of a preparatory service for career group 2, first entry level. You are already a civil servant on revocation during your training.

Recruitment requirements:

  • As a rule, maximum age at the time of recruitment of 38 years (§ 14 LBG NRW, here you will also find the exceptions)
  • Citizenship of a member state of the European Union (Section 7 (1) BeamtStG)
  • Abitur or unrestricted entrance qualification for universities of applied sciences (school and practical part)

Payment:

During your traineeship, you will receive a salary of around 1,500 euros. You will also receive capital-forming benefits.

You are entitled to 30 vacation days per calendar year.

After successfully completing your training (completion of the three-year preparatory service), you will be awarded the academic degree "Bachelor of Laws" or "Bachelor of Arts". If your training results are good, you will generally be taken on as a probationary civil servant and can be employed in almost any office of the City of Bonn. The possible range of specialist and management tasks is therefore diverse: you will process issues, evaluate them legally and make the necessary decisions. You will always work in a customer and service-oriented manner.

Once you have proven yourself during the three-year probationary period, you will be made a permanent civil servant. Depending on performance, aptitude and the number of positions to be filled, there are opportunities for promotion within the entire career group 2, first entry level. Top performers may even be promoted to career group 2, second entry level, in later years if their performance is outstanding.
